An ARC (an Authentic Record Container) is not a file. It is a sealed, tamper-evident record with a cryptographic hash that proves it hasn't been altered since the moment it was created. A Master ARC groups related records together. A certified ARC can be proven to anyone. This phase covers the complete record lifecycle.
